She's barking about something: protesting some state of affairs, such as Cordy getting a treat, or demanding that some other state of affairs be hastened (such as her getting a treat, that she have some breakfast, that you pay attention to her in some unspecified way). Barking can be either at or about. (But barking at may be barking about.) Cordy has learned that Summer isn't usually barking at anything and ignores her--most of the time. But if Summer is intensely barking about Cordy can forget what she was doing (going outside) to check that there is nothing to bark at.
